[01] COURSE INTRODUCTION
Medium to large companies take annual planning & budgeting process rather seriously. It is a rigorous exercise involving all departments regardless whether it is a Profit & Loss business unit or cost-centres. And the groundwork usually starts 3 to 4 months before the Financial Year closing.
A well thought-out Annual Planning & Budgeting Plan, with all identified budget items noted and included, will be the compass guiding the Company to set sail its Business Objectives’ and Targets’ journey for the New Financial Year. A business plan must receive the final approval and endorsement by the Board of Directors/Business Owners before the start of the New Financial Year so that the budget can start running from Day 1 of the New Financial Year.
A well-scrubbed Annual Planning & Budgeting Plan will ensure that the Company focuses on increasing its market share, increase profit Year-on-Year, acquiring new businesses, aware of its economic climate impacting the business and not get caught off-guard by the competitors’ new business strategies.
The business need well- trained and competent leaders to take the business to new heights. Therefore, part of the people strategy would include manpower planning, manpower cost forecast and succession planning for the Company to remain sustainable. This final-approved budget will, in turn, facilitate the Annual Audit exercise by the internal or external auditors as all spendings are tracked and monitored from the departments’ monthly Operating statements for all spendings during the financial year.

The Annual Planning and Budgeting Program aim to provide participants with an in-depth thought process in crafting and planning for the Company’s Annual Planning & Budgeting exercise in preparation for the New Financial Year.

At the end of the training, participants will acquire the following:
The Business Planning Stage
• Identify the Company’s Strength & Challenges using SWOT Analysis approach
• Create business strategies based on Company’s Strength and Opportunities identified
• Develop key business targets and objectives the business should focus on e.g.
○ Increase current market share;
○ Increase profits Year-on-Year (YoY);
○ Acquiring new businesses and/or enter new markets;
○ World and local economic climate which may impact the business; and, competitors’ potential threats or new business strategies
• Develop a good people strategy to support the business based on strategies to be adopted by the business i.e.
○ Manpower planning and Manpower analysis to identify talents who can execute the new business plan and achieve business goals and objectives
The Budgeting Planning Stage
At the end of the training, participants will achieve the following objectives:
• Create a spending basket as base to start budget for OPEX
• Do a realistic and achievable Sales Forecast
• Review OPEX costs and forecast future spending (cost control)
• Identify and plan for CAPEX spending
• Manpower Costs/HR Budget
• Marketing Budget
• The Budget Summary will show whether the draft budget is positive (+ve) or negative (-ve)
• Profit margin before tax (PBT) can be known once full budget has been combined
• Developed a budget spreadsheet template using Excel Expenditure for big spending in New FY (CAPEX)

DAY ONE
Module 1: Creating A Business Plan
• Icebreaker
• Briefing on the objectives of the training and the desired outcome
• Quick Visit on the Company’s Vision, Mission, Business Objectives (VMO) and Core Values guiding the business
• Review the company’s achievement past 3 Years’ Sales & Profit Before Tax (PBT)
• Importance of Planning & Budgeting and how it can guide the company in its business decisions for the new Financial Year
• Break participants into teams and roles
• Group briefing on tasks and work that must be completed during the training
Activity 1: Brainstorming by Groups
• SWOT analysis by groups to
○ Identify strengths of the company;
○ Opportunities available in the market;
○ Identify challenges and areas for improvements
○ Threats facing the business using PEST as a guide
• Discuss, Identify and Select the best ideas and
strategies discussed; and frame the draft business plans and strategies on paper / laptop
○ Craft tactical strategies to achieve identified business objectives (e.g. grow the business and MAKE profits!).
○ Presentation by Groups on Ideas and Strategies discussed and why they have been chosen.

DAY TWO
Module 2: Creating The Budget To Execute The Plan
• Based on the draft Annual Plan, participants will proceed to start the budget process for a full year
• Using MS Excel on laptop:
○ Create sundry basket as pivot for budget (very important base for budget)
○ Sales team to Create Realistic sales targets (Sales Forecast)
○ Marketing team to Create budget for Marketing spend (Marketing Budget)
○ All participants to contribute in Creating Operational Expenses forecast for New FY (OPEX)
○ All participants to contribute in Creating Capital
Activity 2: Brainstorming by Groups
• Summarise all departments/ units’ budget to reflect Overall Budget focusing on Sales and Costs using MS Excel
• Review whether the budget is positive or negative (High Overheads vs Sales; or High Sales vs Overheads)
• Identify Profit Margins whether it meets with Company’s objectives.
• Identify changes to the Plans and/or Budget and rework the Budget.
• Budget Challenge Session: Participants (in Groups) will present to the class their draft budget; and must be able to defend the Plans and budgets proposed.

Dzahirah Harun is a Senior HR practitioner, with over 30 years of management, business and human resource experience serving at top management levels. She has dedicated herself to managing HR in multinational companies ie Carrier International, EDS, Microsoft and Government-linked companies (GLCs). She has worked in different industries including Banking, Insurance, Commercial, Heavy Equipment, IT Operations Outsourcing amongst others.
Working in matrix organisations with multiple reporting lines and different accountabilities in different countries i.e. Malaysia, Singapore, Philip- pines, Vietnam, Hong Kong, China with cross-border responsibilities is testimony of her vast knowledge and expertise in HR.
Her strengths encompass not only strategic and analytical thinking but also team building, coaching, results delivery and continuous performance improvement. She is a Master Trainer for Behaviour- al Event Interviewing accredited by DDI Inc.
